Elk Springs Upper and Lower Water Collection and Delivery Upgrades Project

This technical memorandum documents the methods, setting, results, conclusions, and recommendations of an Engineering Geologic Investigation for the MCSD LESH and Elk Springs water line at Mud Creek. The project area is located at APN: 028-210-210 in Siskiyou County, California (Latitude: 41.298691 Longitude: -122.077607) (Figure 1 and Figure 2). The project area was investigated to determine the risk of recent debris flow activity from the Konwakiton Glacier, located at the top of Mud Creek. The project area is used as part of the MCSD community water system and is classified as critical infrastructure. Field investigation and existing data were used to classify and characterize the engineering properties of the debris flow, to evaluate the potential risks to the water system, and provide conceptual mitigation measures. The investigation was completed by GSI for MCSD.

INVITATION TO BID
Bids are requested by Ausland Group for the next phases of the Historic Yreka Carnegie Library located
in Downtown Yreka, California. This invitation to bid includes three separate projects: Yreka Carnegie
Library Re-Roof, Yreka Carnegie Library Site, and Annex Building & Site Renovations. The global
project budget is $5,000,000 with the current phases anticipated to be approximately $2,000,000. The Yreka
Carnegie Library projects are subject to both California Prevailing Wages and Davis Bacon Prevailing
Wages. The Annex Building & Site Renovations project does not require either California Prevailing Wages
or Davis Bacon Prevailing Wages. See bid forms for additional information.
The Yreka Carnegie Library is a sensitive historic structure recognized by the National Register of Historic
Places due to its representation of an exceptional aspect of American history and culture. Completed in
1915, the building consists of a front half that is original and historically significant, and the back half that
is a later addition that is not historically significant.
The previous phase of the project renovated the building for use by Siskiyou County Economic
Development Council (SED) as their new headquarters. The Mission of SED is “…to empower business
growth, build success, and connect the community with vital resources to create a prosperous Siskiyou
[County]”. There is an on-going phase of the global project which includes the erection of 1600SF of solar
panels with a battery back-up system.
The first project outlined in this invitation to bid includes abatement of the historic Carnegie Library roof,
installation of a new TPO roof and upgraded drainage system. The next project provides a revamp of the
site to facilitate ongoing solar erection and provide a space for city oriented gatherings. The last project is
a renovation of the Annex building adjacent to the Carnegie Library which includes MEP upgrades as well
as finishes. The annex building provides more office work space, meeting rooms and a retail center for

Bids are requested by Ausland Group for certain scopes of work in anticipation of full re-development of
the existing fire station and site improvements at Pleasant Hill Goshen Rural Fire Protection District Station
#502 in Pleasant Hill, Oregon.
On November 7th, 2023 the communities of Pleasant Hill and Goshen voted to dissolve their respective fire
districts and merge into a single new district. In addition, the community also voted to approve a bond
levy establishing a permanent tax that allows for replacement of Station #502 in Pleasant Hill that has
reached the end of its service life.
